What happens when the central pawns block each other
When the central pawns of both sides block each other, the center is said to be "closed." One such structure is shown on the diagram:
A closed center makes it easier to plan the play and lets you use standard methods and devices more often.
With a closed center a flank attack has better chances of success, because a counterblow in the center is harder to deliver. The center, however, does not always stay closed.
After the flank pawns advance with f2-f4-f5 and c7-c5, trades can follow (e6xf5, d4xc5), and the pawns in the center become mobile again.
Besides undermining the center with flank pawns, you should always keep in mind the chance to destroy the central pawns.
